this is totally new for me... does it mean‌ you have to hold such a balance all the time or on average (which wouldn't‍ make sense to me) or is it just an initial deposit (to prove one belongs⁠ there) you're free to move away?

It's the balance they expect you to keep and invest through them, that's how they make money.
