My view, is that exchanges are involved in shady activities.

This blows back on consumers -> see the people de-banked in the UK for simply using Binance...

What might be layering?

EMI-> BANK or BANK -> EMI has a full robust record archive for the transfers A->Z.

In addition they carry out AML as standard practice.

Banks have issues with Crypto exchanges. EMI's do not, both carry out their legally required AML processes.
