As european banks are obsessed with asking for tax returns when onboarding new clients nowadays, I was wandering if tax residence certificate is typically accepted as alternative?

I was never asked for tax returns. What type of bank account, personal or corporate? Are you citizen, legal resident and tax resident in EU?

No, it is not. If they ask for tax return (yes, it happens quite often), it is because of the source of funds investigation/assesment, so a tax residence certificate being worth nothing there. If they want just to confirm your tax residence, they usually ask just for TIN.
