Some other jurisdictions to look into would be for example Samoa, Cook Islands, and Brunei.
 
Brunei does require bookkeeping. In my opinion, this is a good thing. Banks and other businesses tend to trust companies that keep books more.


You are looking at around 1 - 2,000 USD for incorporation and 800 - 1,200 USD for maintenance with most OSPs. It varies a lot, especially since Brunei is a rather unknown jurisdiction and there are few OSPs operating there.
