How can I get a second passport with a budget of maximum 30,000 usd ?

If possible I want to stay so anonymous as possible without much papers and information, what is possible?
 
You can't. At least not a legitimate passport.

The cheapest used to be Comoros at 40,000 USD but they ended their citizenship by investment program.

The cheapest currently on the market are the Caribbean options that start at 100,000 USD.

There are some off-market but legitimate options in Africa and Asia. They aren't official programs but rather discretionary passports granted to people who make a valuable contribution to the country. Those come down to how much the right people like you. No fixed sum. However, for someone to give you a passport for 30,000 USD, you'd have to have contributed enormously in some other way.

Your question is not specific. It implies an instant requirement. Without commenting possible legal repercusions, nominal answer is that you may not obtain a travel document of another country in short notice without identification and due diligence.

If there is no instant requirement, citizenship thru residence is possible in vast majority of countries if time is your ally. Costs may be inline with your budget.

There are always options but they are a priori illegal. Crossing borders or performing KYC - INTERPOL I-Checkit - would be like a Russian rullet with your liberty.

Consider my asnwer as sarcastic and cynical and not as an advise of any kind.

As for a passport you can usually pick them up in Greece cheaply - just Russian roulette if they work - see that crypto bro do kwon that got nicked with a fake one lololol

Well, in the case of that youngster, he maybe got arrested because he used a Costarica passport as an Asian while travelling with private jet via Montenegro 🙄 Quite a profile - even for scandal masters.

Kyrgyzstan. It's that "discretionary passports granted to people who make a valuable contribution" that Sols mentioned. Very popular with Russians now. You may be supposed to be born on the territory of ex-USSR, but should be solvable. They don't do any real due diligence, but of course you will need to identify yourself with your current docs. Should cost 15-25 grands. I've heard it can be even lower. It worked well a year or two ago, not it's very popular scheme, became slower and lots and lots of scammers. Maybe the only one that fits the budget so...

You won't get troubles entering Europe with such a passport? Say I take a flight to Frankfurt and show them a passport from Kyrgyzstan ?

It's a legal program. Their president grants citizenship, even the list of names may be published (not sure on this one).

It may raise some eyebrows. If a big black guy who obviously doesn't speak Kyrgyz language and has "Jamaica" as place of birth in his Kyrgyzstan passport shows up... He may be asked if he has got another passport and how he got that... But it's legal in the end of the day.

Yeah, as correctly noted above, you would need visa for Schengen and pretty much anywhere.
 
So the passport from Kyrgyz would work well out if you just need a second one to travel arround in Europe ?
 
Every country of the world has a law provision that allows granting of citizenship for “special merits” or “valuable contributions”. These merits or contributions do not consist in a cash payment.
99.99999% Kyrgyzstan citizenship is a scam. They will not grant you citizenship for $30k or $300k.
