Dunno if you've figured it out yet or if @NewHorizonsParaguay can help - but how can you get some kind of proof of address / proof of residency sufficient for a US bank account opening? I hear even on longer tenancies, the landlords keep most of the utilities in their own name.
I have no intention of moving to Paraguay just yet, but wouldn't mind getting the tax benefits of a US LLC bank account opened by a Paraguayan tax resident.

So far he has been very patient with me, answered all my questions and provided many useful information. I am going to be in Asuncion soon, with the objective of completing the whole application process in 30 hours. I hope it can be done since I've an appointment with jungle monkeys shortly thereafter.
All what he needed so far are copies of my criminal record certificate, birth certificate and passport. He will take care of the translations. He's also taking care of my diet. So it seems I'm in good hands.
You also need to provide a scan of your signature and a passport size picture.
