What actually happens that yes you can apply in any major city so long there is an office of Migraciones Paraguay. These guys, however, are merely a front office so to speak, so they collect the info regarding your application and send it to Asuncion, which can add to the delay. Also, those of you who use agents to speed up the process, yes it is almost 100% that they will want you to go to Asuncion as they have︀ their own "processing networks" there. FWIW I did my application in Encarnacion, and without any︁ agent. Because of some hiccups in the paperwork, it took in total 9 months and︂ then additional 2 months for the "cedula" i.e. the ID card.

You can also use your actual rental agreement, wherein the legal address is specified. By the way I was able to set up a postpaid plan both in Peru and in Paraguay upon arrival as a tourist (Peru: Movistar, Paraguay: Claro). My Paraguay plan is currently about 75,000 Guaranies per month (just under US$10), comes with 7 G, unlimited calls and SMS in Paraguay and no roaming charges for up to 30 days anywhere in︀ Americas i.e. from Canada to Argentina and all countries in between. It does have a︁ time limit of 30 days. And yes it works fine, tried it in Argentina, Brasil,︂ Colombia, Panama, Mexico, USA and Canada.
Regarding naturalizing there, you can have dual citizenship with Spain and Italy. But regarding renunciation, I heard it isn't enforced. This is the case with a lot of countries that have some renunciation clause. Either they never find out about your other citizenships, or even if they do, they ask you to declare you will renounce but then never check if you do.

Ohh and in Paraguay right upon my arrival - January 2022. It was in Asuncion and the guy spoke Jopara to me (local dialect - a mixture of Spanish and the local native language Guarani), so it was really hard for me to understand. Once I pointed out to him that maybe he could speak Spanish to me, he had apologized and switched to Spanish, well a Paraguay version of Spanish. All they wanted is a copy of my passport and a one month advance payment so around Gs 60,000 (under US$7).

Can an airbnb booking be enough ,maybe to point the bank to that address or something,basically you are after a utility bill only right?We can open bank account on Tourist visa isnt it?
Based on my personal experience opening a bank account in Paraguay is really hard. Generally banks do not want to open accounts for foreigners with a temp residency. Even for me (I am a permanent resident) it was a challenge, but thanks to my friends' connections I was able to open 3 basis accounts. I heard that Sudameris is quite open to foreigners. However, this being Paraguay,︀ there are ways if you know the right people. Hope this helps. Cheers.
