All online banks offer visa / master card services only for citizens of European Union countries. I live in the Balkans, more precisely in Albania that we are not yet in the EEA
Well, this can't be right. I know someone from Bosnia and Serbia who got their debit cards from Paysera.

you better ask them before you go through the process. It's a good idea to do so before you proceed.
They must have provided an address in the EEA. Not exactly difficult. But Paysera are only good for super low risk stuff. I don't think they will like sports betting.
