How does a Cyprus company differ from an Offshore company?

I'm curious to know how a Cyprus company differ from a Offshore company say Panama or Belize?

It depends very much on what it is your goals are and what you want‌ to achieve. For instant a Cyprus company can be as much a offshore company as‍ for instant a Seychelles company is. However, Seychelles and Cyprus are two different jurisdictions which⁠ each their own applicable laws and regulations.
