I need a personal account. what is required documents and price for that

You need a passport and utility bill as well as a CV and business or‌ personal description. Usually the banks charge a small fee but other than that there is‍ no fee.

If it is something different you ask for then MENTOR GROUP is the⁠ only place where you can make such threads.

I didn't find banks offering it to Iranian individuals. Could you give a list‌

I believe it won't be easy to find a bank for Iranian nationals. You may‌ find alternative ways in Mentor Group!

I agree most banks‍ will refuse to open any account for Iranian citizens because of political embargos! You may⁠ indeed check mentor group and find your way to EMI's that may be your only⁤ possible way to get anything that looks like banking for your needs.
