where would you incorporate a company that must have paypal?

most of payments would be in USD from USA and Canada

owner plans to move where ever needed

it can be 0% CIT, or something low...give suggestions and tax rate

You could choose a US LLC or a CA LP / LLP

Since all‍ those structures are tax transparent owner could move wherever he wants.

If he moves to⁠ Panama he will achieve a 0% setup.

we have cyprus‌ llc with 12.5% tax
malta with 5% (is it possible to get VISA card in‍ USD in Malta banks, does anyone know?)
