where would you incorporate a company that must have paypal?

most of payments would be in USD from USA and Canada

owner plans to move where ever needed

it can be 0% CIT, or something low...give suggestions and tax rate
 
we don't want us company in any way
what are other alternatives
we have cyprus llc with 12.5% tax
malta with 5% (is it possible to get VISA card in USD in Malta banks, does anyone know?)

what other options?

We would suggest to go for UAE Free Zone company.
CIT - 9% (Revenue below ~ USD 800,000 annually is exempt from CIT).
No audit requirement if turnover is below AED 50 mln.
Digital bank accounts that can be connected to PayPal.
Fixed AED - USD rate.

I think UK taxes are fairly high (like 19%)

lets hear other suggestion
company profit is around 1M usd
