Countries without Permenant establishment laws/rules?

Could be a stupid question
But are there countries without permenant establishment rules where you are able to open offshore company from and actively work on your offshore company business without being forced to pay PIT or CIT due the PE rules, unless money remitted into the country?

Pay attention to countries where rather the government/tax agency are inept or they simply dont‌ care and you good.

Mexico, Thailand, Turkey, etc are known for this.

Not saying its‍ 'legal' nor 'by the books'. Just pointing out the way things work in real life.⁠

be careful with locals and their 100+ members extended families. If you don't respect them, you will have a bad time.

Pe rules are not upheld in the majority of jurisdixtions. Especially if you are not‌ somehow registering your business in the country. Its a risk based approach.
 
In my country Bulgaria this works for jurisdictions without DTA. But you need an ND‌ there.

And so far the whole experience of opening such an offshore company seems to‍ be a hell. So I am really starting to reconsider it.
