Funny, after reading this thread last month I ended up going down this track of researching. My passport says I am a Kiwi (New Zealand citizen).. It's a great passport but the more diversified I get the more I want a backup plan (is it Simon Black that says that, always have a backup plan?).
I'm still deciding on where I want residency long term, but Europe is seeming the most likely place. Anyway, the top option I can find right now seems to be Montenegro. Here's the criteria:

Sounds easy in theory, and︄ not a huge investment for what is a pretty good passport. The passport gives visa-free︅ or visa on arrival access to 124 jurisdictions according to
Wiki. I've also been︆ digging into infrastructure investments in the country and there seem to be some good opportunities,︇ though I wouldn't expect them all to go smoothly. Done correctly the passport could be︈ paid off via the investments within ~5 years (but know the risk!!).
However, it's all︉ moving pretty slowly. Despite claims it will be ready and
smooth sailing by 2020, it has been a very long time coming. I'm not convinced the program will actually︊ be handing out citizenships in 2020, let alone passports. So you probably want to be︋ patient.
But, I'm optimistic. Friends have said "go to Canada" but I don't want to︌ live in that miserable cold and pay crazy taxes for 5+ years.
