EMI for darks if privacy and anonymity really matters! I would never trust any real bank any longer for not sharing my personal data sooner or later. Regardless if it is a corporate or personal account I open with them!
You have two options:
- offshore company + EMI account;
- Personal bank account in Montenegro (IBAN, NO AEOI).

Why an offshore company? Can't I just get my Paypal money to a darks EMI?

To keep it simple, avoid to get a company inbetween. Darks and EMI + PayPal so you will be fine. Depending on the volume you receive by PayPal you may be required to get a business account which at this point will require sme onshore company for easy setup.
With an EMI account (shared IBAN) you can link a card on PayPal. For example Worldcore.
With an EMI as Leupay you can link a card and/or a bank account on PayPal.

May I ask if it is possible to withdraw from Paypal (any EU country) to Montenegro personal bank account? Thank you.
