so foraigners that we dont bring money or have thai bank or thai employer, how do we get tax certificate anyone know? some countries ask tax certificate when you change country to proof you are living in other country?

Just staying in Thailand for more than 180 days is not always enough to get a tax certificate. Many people have reported being denied a certificate, even after staying over 6 months+, if they did not pay taxes(not just for remited amount from overseas) or have proof︀ of income in Thailand.
FATCA can be two ways depending on the particular agreement. With Thailand it e.g. is two ways, with Austria one way (and Austria wants to make it two-way)
