This can be provided directly from the visa center handling your application (in some countries that is separate from the consulate).
Not sure what this means. I guess travel arrangements.

American Businessman Wanted by Interpol, US and Panama Police Arrested in Moscow
74-year-old businessman Brian Nelson Booker was arrested by Moscow police on Varshavskoye Highway on December 12. When checking the American's data, it was discovered that he was internationally wanted for fraud. The search was initiated by Interpol Panama, and Moscow law enforcement has already informed their foreign colleagues about Nelson's arrest.
It is expected that he will be promptly extradited to the United States.
Document verification revealed that he was legally present in Russia with a temporary residence registration.

The business was apparently doing so well that Brian decided to hide part of︂ his income from tax authorities. From 2008 to 2010, he filed tax returns in which︃ he "forgot" to mention several million dollars in accounts in Swiss and Panamanian banks.
Soon, US tax authorities became interested in Nelson. In 2016, he had to flee the United︄ States, after which he was charged with falsifying tax returns and concealing information about foreign︅ bank accounts. For these offenses, Nelson faces up to 5 years in prison and a︆ $250,000 fine. Nelson was placed on international wanted lists, with Panamanian authorities joining the search.︇
He was previously detained in Moscow in October 2019 and in St. Petersburg in April︈ 2024, but each time he managed to regain his freedom.

Can you risk to not be able to rent a house, open a bank account or something like that in the rest of the world?

No, unless you have something to hide or you plan to carry on criminal activity in Russia, because Russian prisons are no Club Fed.
No unless you tell everyone about your private affairs.
No unless you actually are a terrorist or finance terrorists, in which case you will have a hard time in Russia anyway.

It sounds very appealing to obtain a residence permit in Russia and potentially be tax-resident there instead of in your own country. But why would it be easier to get this and convince your local authorities, for example in the EU, that you live in Russia rather than in Monaco or Switzerland?
It is not intended as a way to trick local authorities.
Anyway, Monaco is a no tax country and you need to prove living there. Switzerland cooperates with EU countries and it is quite easy for foreign police to check you there.

I think this person has a slightly different mindset and he was able to escape twice already. As it turns out, he is quite popular and not appearing in news columns for the first time.

Thank you for the suggestion, however I have very strong doubts that my Ukrainian wife wants to relocate to Russia. Otherwise it wouldnt be a problem for me, since I have strong connections with the government over there (I used to work for two influential Russians). I could even quite easily become a diplomat there, but the problem is that my wife would absolutely not want to go there, which is quite understandable at the moment.
Thank you for your invaluable input. Next time I will use Google instead of going to Moscow.

Actually, if you knew Russia you would know that the procedure often depends on where and whom you deal with. Some websites do have good information. So to spell it out for you in simple English so you understand it; if I had gone through the whole procedure in a city A, then you went to do it 6 months later in city B you would probably find you're asked for different paperwork than me, how quickly things are done are different, how︀ many times to need to visit government offices are different, etc etc. For you, what︁ happened to me is just a guide, so no better or worse than a good︂ website. I'm sure you will not agree but that's okay.
Please share your actual experience with applying for the permit.
