I really can't understand why people are killing themselves after the Portuguese "residence"? 48% taxes, $200/month pension, a lot of crime, why? I am talking about those guys from YouTube.... they say "no tax for foreign dividends", but anyway those are withheld at source, low taxes, but the 20% is only if you are a doctor, you can get 0% in Romania if you are doctor! and the country have the same level of poverty/prosperity... what's the trick what does such a residency help you with? crypto? 0%? now I say that they never specifically said that it is 0% and that they even want to tax some people retroactively...

It'd down to marketing. Portugal have done a good job of marketing the country to non-residents for immigration purposes that's why. They have managed to sell people a dream of good whether, food, med lifestyle, tax incentives etc. It's a country that is on everybodies lips because of this I guess.

I guess everyone is different but for most HNWI the end goal is not to pay 0 tax but to maximise the mathematical function of lifestyle and tax optimisation. I mean if you can open holdings in offshore juridictions and set up mechanisms not to be there physically all the time and pay virtually no tax good for you but most people like me (meaning who are not worth 8 figures and more) would rather pay as little tax as possible while being in a juridiction that offers a good lifestyle (weather, beach, culture, costs of living etc). I don't know the taxation of Portugal and Georgia but if the former offers 15-20% all inclusive taxation and the latter 10% I would still go for the former. 10-15% is already a very good %, that's what some of the most tax friendly juridictions in the world offer (SG, HK for instance which have their highest income bracket locked in at around 13-15% tax)

Portugal is good if you're a EU resident and planning to get retired. The tax incentives mostly target retirees (At least the interesting incentives lol), which is why the country is full of french expats.
If you intend on doing business, having a profession, or any kind of activity generating income, you'll get hustled. It's not a tax haven by any means despite how they try to market themselves to naive expats.
The country used to be a good place for investors because everything was cheap around 2010-2011, you could buy a house on the beach for a little over 140k euros. Now the same︀ house goes for 1.3-1.5 million euros. The cost of living for the big cities like︁ Lisbon are insanely high too and rival other major european cities. What ever perks the︂ country had are no longer present, unless the retirement tax incentives are something you're after︃ and you don't mind paying near-paris prices for services in the major cities. At these︄ prices there's a lot more attractive places to retire in, Italy for example is the︅ same in terms of bureaucracy and useless government but at least the perks are better,︆ prices are better and you have a lot more options as an expat.
As for︇ the girls: Insanely stuck up and very liberal minded, the girls in Lisbon reminded me︈ of the skanks in Madrid/Barcelona who practiced polyamory and hated men in general. Most are︉ easy but don't expect to find any "love" lol
