Yes. Both physical and virtual cards are available. You can choose Visa or MasterCard.
The quarterly limit is 2k USD. Just an FYI. I am not sure if the limits are the same for every client.

I wonder if there have been any cases of russians getting the card by declaring fake residency then busted by wise and getting their account closed?
