Why important to make 15 posts before PM?

Why is it important to make 15 post's before it is allowed to PM other users?


I mean what is the value of an post:s-confused:

Actually this is a forum, so in order to grow this forum it is required‌ that someone is posting something forum relevant.

Finally we want to avoid anyone to spam‍ other forum users with PM's and therefore setup the 15 post limit.
