Which jurisdictions are not liable to be seen as offshore?

as being considered as "offshore jurisdiction" . In 2020 some moved from watchlist to non cooperative list. Latest non-cooperative: American Samoa, the Cayman Islands, Fiji, Guam, Oman, Palau, Panama, Samoa, Seychelles, Trinidad and Tobago, the US Virgin Islands and Vanuatu.
So everything on non-cooperative is an absolute no go. Everything else in the list of the link above is almost a no go. It may work if you are really really experienced and know how to do the source of funds/invoices/contracts. (or use darks)
