Which country will be best for me and my biz?

I got some questions so would appreciate if any help received.

I will run a website so I need a company to get paid and use bank accounts as long as e-payment service like paypal.

I'm looking for a country that is cheap to establish a company, and no tax report but secure bank account is possible.
Since it's an online business, I don't need to be there.
