Yes, exactly, there is LHV Pank but they charge 2000eur/month even if they open an account.

Cost of the Crypto Currency Exchange License is 350 Eur. but - you need to apply in Estonian Language and if you fail, you cannot apply again for the licence !
you need to provide documents from Police that you were never prosecuted as well.
that's why cost is 2000 eur. instead (Estonian Company help) but you got a very good chance receiving the licence then.

about 7000 EUR to receive license in Estonia instead of 18 000 USD for similar services in Belize
it would be a challenge to open account even in Estonia but it still easier then open account for Belize IBC with cryptocurrency business activity
