I've often seen information about HK PayPal being described as bulletproof and unrestricted. What exactly does that mean? Unrestricted could mean that you can not only send money, but you can receive them too.

Some service providers specifically sell HK PayPal accounts, claiming they are less likely to block accounts compared to other regions.

A friend of mine spoke with a PayPal representative who mentioned that if you get banned in one region, for example, EU country - Greece, you can open an account in another region, like the US, without any issues because the organizations are different and their databases are not connected.

Yes, that is correct. US, Australia, EU, etc.⁤ are completely disconnected. DACH for example is connected somehow, even though Switzerland using their Singapore⁣ entity while Germany and Austria uses their Luxemburg one.

After seeing your newly added screenshot, it is clear. They refer⁠ to the "only tax-free jurisdiciton with unrestrictred PayPal accounts". Most PayPal account are unrestricted. But⁤ most tax-free places do have restrictions:

It is just a normal PayPal account.︁ And for the record: Singapore also has offshore tax-exemptions and also has unrestricted PayPal accounts.︂ No deal, just their marketing is 太過分 as we call it in Cantonese (over the︃ top).

Nothing. Most PayPal are unrestricted. The important bit is the only tax-free jurisdiction‌ with unrestricted PayPal. And that is not even true as there are many other places‍ more tax-free than Hong Kong that also have no restrictions on PayPal. Singapore etc.

In the other hand it is true that for example in the UAE, you cannot use⁠ a PayPal account for international transactions and per my post above. That's what they are⁤ referring to.
 
Thanks. Maybe then the UAE guys I queried have more honest marketing and warn you if‌ things that actually do work, while Hong Kong exaggerates things the other way.

In any‍ case, there are some restrictions in some countries. Better check before you buy a company.⁠
 
I think it mostly has to do with the⁤ bank account like you can withdraw only in AED.
 
AFAIK HK PayPal accounts have personal account managers. If you used PayPal as a Merchant‌ you probably know why this is could be considered as quite an advantage. (NO need‍ to explain same thing over and over again to different support agent every time) At⁠ least it was like this 2 years ago. HK PayPal is pretty expensive though compared⁤ to your "common" ones.
 
That's the main advantage, you can⁣ talk to your personal manager and discuss everything, so the PP won't shut you down.⁢
