I have a investment business in Portugal and for that business I need a offshore company! Do you know which offshore country is best to open offshore company for the business?

Depending on how people pay you I would go for a Seychelles company formation for‌ your investment business. You mentioned it to be offline somewhere, so a Seychelles IBC shall‍ be sufficient.
