"Webshops" reporting to CSR?

Im wondering if foreign webshops are reporting to CSR.

I know that some local government can see if you use a "not-normal" card a lot, locally, and check up on you. But can they also see if you are using this card online on various places due to CSR reporting?

No, retailers are not in scope for CRS. They can be compelled to disclose information by court order or subpoena, but those usually have to be very specific in nature.

Payment processors are not in scope for CRS either, unless they are also banks or similar (EMI) in which case CRS would apply to accounts and not pure payment processing.
