Hi,
Whats the best option for a WebDesign Agency?
Ideally with low fixed costs and no big bookkeeping effort.
I am living in the EU so it is possible to have a second (local) company and save up taxes by the offshore company writing invoices to the local company?

It depends on where you setup this offshore company. There are a few legal ways and then there are the "not to mention" ways which can't be discussed here. You could setup something in one of the local countries as entity to invoice, you will need to speak with a local tax advisor about it in order to avoid any troubles with the tax office.

I would setup the company in Cyprus in order to have something that will work with your tax consultancy and tax office.

A combination between a Cyprus and UK company could work for you in this case.
