Hi,
Whats the best option for a WebDesign Agency?
Ideally with low fixed costs and no big bookkeeping effort.
I am living in the EU so it is possible to have a second (local) company and save up taxes by the offshore company writing invoices to the local company?

It depends on where⁤ you setup this offshore company. There are a few legal ways and then there are⁣ the "not to mention" ways which can't be discussed here. You could setup something in⁢ one of the local countries as entity to invoice, you will need to speak with︀ a local tax advisor about it in order to avoid any troubles with the tax︁ office.

I would setup the company in Cyprus in order to have something that will work‌ with your tax consultancy and tax office.
