I'm looking for a company where I could get an account. And from this one, get a new card number (VISA/MasterCard) for each transaction (like PayPal ones). I'm looking for a reliable website with cheap fees, not a VCC reseller

I think you can go for Payoneer cards. I verified my PayPal account using Payoneer‌ accounts. It is easy to get these cards and it is easy to get verified‍ too. Instead of the temporary VCC ones these cards are more valuable.
