US Dollar Debit Card

Hi,

Can anyone recommend me where can I get a debit card denominated in US dollar and a bank account associated to that debit card. Preferably I need a Visa debit card to link it to a Paypal account.

This is for personal use.

I'm looking to find the most competitive USD debit cards in terms of fees. Anyone knows a cheep solution?

Do you guys think that I'm better if I contact directly a US bank or I'm better off going another route?

PS: I'm located in Europe
