I would avoid the UAE for this type of business. You can go to jail there for a P**N magazine. (Grooverider arrested for drugs and pornography · News ⟋ RA)

There are plenty of places in Europe where you can easily open a company and live peacefully without fear of negative consequences.

BitSafe + Some EU company setup (Czech Rep, NL, Germany etc) should be just fine for you.
