The article does not make a distinction, but...Is this‌ only for UAE citizens or also foreigners with UAE residence permit?

this for UAE Citizens only, as it says 'Emirati IDs' and not Emirates ID. Also,‌ this would not fly for residents as technically you need to be in the UAE‍ every 180 days to maintain residency (during covid this was waived)
