Turkish proof of address for banks ?

Is it needed to be notarized or just a piece of paper with signatures?
 
If you mean Turkish bank then I didn't need to provide any proof of address to Turkish bank, but you should be able to receive card to that address (anyone can receive card.)
 
don't it depend on if you live there or if you are any foreigner?

Foreigners have big troubles to open a bank account in Turkey so if they get one they will have trouble to send internationally.

I opened and no problem with SWIFT and Western Union.
