Lowest I know is Bulgaria at⁢ 10%

0% - Ireland for the first three years (if you keep employees‍ there)
6.25 % - Ireland if you register a patent
2% - Cyprus if you⁠ register a software

I'm sure there's much more, but these are the ones I know.⁤
