Doesn't seem like opening fee but a monthly fee.
My guess is this has some specific blackhat/grayhat purpose which I don't know exactly. For example many affiliates/dropshippers/Amazon sellers can run effective ads on Facebook, Instagram and Adwords but their accounts get banned within days or weeks and they cannot open new open because information about card number is stored for that account, and virtual cards are banned. So if you need unlimited number of unlimited cards tied to one account, this may be a service you'd use.
That said, I'm pretty sure if you do your research you can find similar solution to this problem︀ for a fraction of a cost, maybe $5/card or $100/month or similar. So the only︁ use I can think of is you're running cloaked ads for something forbidden (pharma, nutra,︂ finance) on Facebook and you need to use 400+ new accounts and new cards per︃ month, then it makes sense.
