The place of effective management

There are a lot of non CFC countries, however there are a quite few that don't have a place of effective management rule. Are there any options for an individual to avoid this rule?

Some people in Hong Kong make a day trip to Macau just to seal a deal outside HK and claim the tax free territorial terms. Many tax residents in Hong Kong no longer live here and they keep nomanding between SEA countries.
