i have the same issue, i think they will ask for CC verification all the time now
They accepted a Swedish card, account approved!

ok we used uk, french, german card not working.
We got automatic message like that.
:Stripe can only support users with a low risk of customer disputes””after reviewing your submitted information and website, it does seem like your business presents a higher level of risk than we can currently support.

Somebody was able to setup stripe last days ? from what country and company
The card used are VISA and Master and its not working probably not accept new clients, messages of reject are automatic.
We got automatic message like that.

Nowadays they implemented an update and made it complicated to create accounts and activate it.
May I ask you what you mean by Cc verification? (3DS protocol?)
Maybe they are preparing PSD2 regulations and they are pushing full 3DS for high risk activities.
Psps need to reduce their chargebacks before September to comply with the new regulations
Some of the companies are even shutting down high risk accounts.
