Singapore personal bank account introducer?

No idea, honestly. But why not to try Standard Chartered? Especially if you live in the country where they have a branch, your chances can be good. And they are very accustomed to remote onboarding, see Straight2Bank Onboarding Portal

It would seem that HSBC is focusing more on its Asian customers and actively avoiding (some) Western ones.
Additionally, HSBC is pulling out of the NZ market (and others) officially to focus on its Asian business, inofficially perhaps also because of the new banking regulations coming into force in NZ? All in all, this may explain why they are not too eager to - woke buzzword warning - "onboard" new customers from certain countries?

Nope. I opened an account in the Philippines but I still would prefer to have one is Singapore for investment purposes.
If you have 100K or 150k USD you can try your luck, mostly if you fly there.
For a small dog like me with 50k/60k USD, I didn't find any luck, although I didn't visit Singapore.
In Philippines they pay almost nothing on USD deposits. I literally drool when I hear about US High Interest Savings Account.
I'm in Thailand now, and even here they have 5% on US deposits. But sadly can't open accounts here and with the new tax laws is not︀ that attractive if you are not resident here

ABA, Acleda, Bred, Canadia, Maybank, PPC, Sathapana, Hattha to name a few. There are many more. Interest rates ranging between 5-8% depending on the term.
Like Jack mentioned, most banks want to see a minimum 6 month business visa, some will ask for more documents. Depends on the branch and bank officer. Although there are still sporadic reports of those being able to open accounts on tourist visa. Will require a KH mobile number.

I'm Married with a filipina. As such I get 1 year tourist visas called "balikbayan visa" . With that I went to apply for ACR I-Card (their local Id for foreigners).
Banks are very anal there about the requirements and the common statement is that foreigners cannot open bank accounts.
I wouldn't recommend as all banks refused me as soon as they knew I had no ACR I-Card. They all said banks are open for residents only.
It took me a lot of BS story-telling to finally get the bank account. Deposited︀ 60k USD.
It's a win because Philippines is a non-CRS country at the moment.
There's only one bank as far as I know that will take you in and it︁ is know as the world's local bank and for laundering Mexican cartels money.
