AFAIK cats can't taste spices so a cat chef would be a waste? Unless the chef is from England the land of bland food? Can't the chef cook for the cats and the human too? Heck, if this isn't enough to spend that 10k just get a masseuse for the chef also gre¤#!
Spices=good food? The main use for spices is to cover bad odors from rotting or otherwise inedible food. After some time you get so used to spices that you become unable to taste anything else.
So I would suggest you to spend the $10k on some cuisine courses and on good quality raw ingredients to be cooked properly.
It's not Italy or France, but the chicken pie can be good. And fortunately England is full of Italian chefs.
Cats diet is different and they eat an infinite amount of times per day and night.
