The nominees have to be provided by the company so to protect my privacy.

am I right that you want nominees to open account without your face showed to the bank? or you don't mind to tell that you are UBO?

It is not going to work for you OP! there are several points you listed that can't work with any offshore company!

It is rather difficult to obtain offshore Paypal account
you need:
a) country of incorporation from the list, where fully functional Paypal is available
b1) offshore bank account in the same country or b2)US bank account
even if country is from the list, where fully functional Paypal is available, not all banks may support Paypal
for example, in Mauritius only Mautius Commercial Bank works with Paypal

so, what options do we have?
a) cheap Hong Kong package (Hong Kong company + HK payment system, which allows to verify Paypal account)
b) premium HK package (Hong Kong company + HK bank account; visit is required)
c) Mauritius offshore company + bank account in Mauritius Commercial Bank
d) offshore company (I prefer BVI in that case) + US bank account
