You could move the wealth into some off-shore trust or company to effectively hide it. I personally don't think this suits the profile of OP as it is most likely illegal or at least questionable by the governments (invoicing 200k of consulting from some banana republic while living at minimum wage in France does not sound very credible).
The proper way is to move abroad.

No, definitely not. Why CBI anyway? He is not American. He can just register in Italy for a few years or Belgium and then get a passport there free of charge. CBI really does not make any sense.

No, he should move to a EU country with good relations with France but no inheritance tax. He is then perfectly fine and can do all legally (which I think was his goal). CBI does a lot of harm, just stay in some European country for some time to get another passport.
Wasn't the situation there that the one leaving the inheritance did so while being a French tax resident? Seems to be that for Swiss inheritance tax the tax residency of the one leaving the inheritance is the determining factor.
Better to get to a country and be a resident of where there is no inheritance tax.
So Switzerland. From mother to son most cantons don't levy an inheritance tax. 2 cantons even have no inheritance tax at all for anyone regardless of relation.
