Second passport for EU citizen, where ?

What would be the fastest, cheaper and easiest passport to get for an EU citizen ?

I mean as a second passport which would allow me to travel around without troubles in same way as I can with my current passport.

Assuming you don't want another EU passport and since you mention traveling around without troubles in the same way as you currently can: Marry a US citizen and live in the US for three years, or marry an Argentine citizen and get citizenship almost right away.

Everything else is a marked downgrade, or take years longer.
