I am from an european country, but not in EEA.

You can open an account in any Cyprus bank, just find an introducer and you are good to go.

Cyprus is not the only option there are more, but most will require an introducer service.

I have Leupay and Mistertango account, but I need a saving account in a bank so the money are protected.

Are you able to travel? It may be required, there is a bank in Germany that do remote account opening too. It was discussed in the offshore banking forum, search it.
