If abroad without having duly said Good Bye * and being a reservist he will be obliged to return to the motherland and report to his unit immediately.
The same prinicple applies in almost every country on Planet Earth. Note that this is only a partial mobilization, it will only affect the reserve and certain specialists.
Still a huge problem for many who live abroad.

* Good Bye in a duly manner = a Russian who is no longer registered as a resident of RU + at the same time registered with his embassy︀ abroad + is able to provide documents of permanent residency -> in this case the︁ emabssy will take-up his case and awaits order from central command.
