"One-China Policy" does not say that the Free zone of ROC is controlled by the PRC.
Historically both governments acknowledged the one china policy but there was no definition of who is the legitimate government of that so called "China". In reality, the governments were split into two, the communist, and the nationalist government (KMT). Today, the ROC is vastly different from the︀ ROC that fled to Taiwan. It's a democracy now, and the one china policy is︁ something that may be given up, just because there is no way that in the︂ near future, the ROC will somehow become the government of mainland China. The DPP rejects︃ the one china principle, which I think is the right way to go about it.︄
Regarding the US policy, it's incredibly vague. It's not as simple as you think.
"the United States strongly opposes unilateral efforts to change the status quo or undermine peace and︅ stability across the Taiwan Strait" AKA, keep the 2 Chinas and their territories as they︆ are right now. The US does not say that Taiwan should be governed by PRC︇ and they have a right to invade it or anything like that.
Try and see︈ what happens if the PRC goes in and establishes a military presence in the ROC,︉ you'll see countries quickly condemning it. The one china principle is not something that countries︊ agree with, they just kind of have to say on paper that they agree with︋ it.
