Do you think it works fine for transfering Eur to Rub?
Afaik, without it, it is very challenging to do money transfer to russia. Last time the receiver had to open some account in dollars, with hefty fees, money had to be converted into dollars, then transfered, then converted back to rubles. I wouldn't be surprised if a good 10% overall was eaten up this︀ way.

TransferWise can send prepaid card to Russian citizen if he has address inside EU 🙂 For example, if you have a friend in EU, you can register as Russian with Russian passport. Then change address to your friend's. They will send card to him, and then he sends it to you.
