Yes, Scandinavian (and also the Nordic) countries are⁠ super strict. But, your point is very valid. If there is a DTA that will⁤ override domestic law. So, as long as you move to a country your prior resident⁣ country have a DTA with, you will be fine. But, you will probably have to⁢ file your taxes in both countries for a while.
 
If you live in the Scandinavian countries then you will have to move far away‌ if you want to avoid huge taxes, they suck one by one.

There are better‍ countries in regards to tax and living costs i.e. Romania, Georgia, Portugal, Cyprus etc.
