They are either limited in value to be impractical and/or cannot be reloaded, or the cardholder is KYC'd.

The card you refer to works with uploading via local outlet, or phone app. The app is connected to your phone unless you have taken ALL the steps to have a ghost phone with an alternative identity AND having the ability to move funds via that app that do not compromise your real identity. Local outlet requires in many if not all cases an ID to top up the card.MikeBlazer said:
