Please explain what is the best offshore jurisdiction?

I already own a offshore company in the Seychelles and Belize considering something different and in an offshore country that may not have been used that much because it may not be known to man!

What would you suggest is the best offshore jurisdiction / country with a budget of US$ 10K for setup?

Depends what you want to achieve. I have offshore companies that I can guarantee are‌ not known to 99.9% of humanity.
