Personal credit card

This may not be the correct forum group for this question, apologies in advance.

I'm looking for recommendations to open a private creditcard account, preferably with IBAN for EUR deposits.
It would be used for ATM cash withdrawal abroad, but funded by EU bank wire. Also for booking flights and some online shopping.

Please note that this is about receiving a creditcard from scratch, without having any prior relationship with related banking institution.
So far I am aware of Neteller and Viabuy. Are there any other (better) alternatives?

Thanks! I'll try Leopay since it's a Visa card.
Most prepaid credit cards are MasterCard for some reason.

Be careful with them, they had bit of problems with NONEU Business, as their assets was in closed satabank, however i have no problems with them and still using their visa cards for paypal etc. DONT USE BIG AMOUNTS
